With reference to Your Excellency's letter No 9880/05 0.S.0. dated 18th, instant, on the subject of the propos- ed road and reclaration of the foreshore at North Point; I have the honour to inform you that I have received with some surprise the announcement of your intentions as to reclamation at North Point. I regret that in this case the interests of War Department and Colonial government are entirely opposed. What we require is to get as near as possible by water to North Point Battery. The Reclamation suggested by Colonel Brown was to provide a landing place close to the Battery. So far from joining in any scheme such as set forth in your letter, putting the landing place
150 yards further off, we should propose that the access we requir require be left unreclairel, and with deep water near the road.

tions of a large nature in front of works of defence must not only tend to impair their efficiency as such, but cannot have the same value to the purchasers, as those with no restrictions.
3. No buildings on the reclamation referred to could be consented to by War Department, unless limited in height and under "clearance"conditions.
4. In any case it would appear that many years must elapse before the proposed reclaration coull be carried out, as it is presumed that the reclamation between Arsenal Street and Kellett Island will be carried out first, and I understand that th there is no prospect of that being commenced for some years.
